Job Description

The Global Fund raises and invests nearly US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2003, the Global Fund has invested more than 1.4 billion dollars in the fight against AIDS, TB and Malaria in Nigeria.

To strengthen this operations and interventions in the country, we are partnering with Achieving Health Nigeria Initiative (AHNi) to fill the capacity below:

Technical Assistant – ART Community Management Services – 17 positions: Akwa-Obom

Description

  • Technical Assistant – ART Community Management Services will lead knowledge management for improvement of quality TB-HIV, mitigation, care and treatment activities on the SIDHAS project including PMTCT-IMNCH, RH-HIV and TB-HIV integration, with the Cluster Lead and the HIV Specialists, will provide technical and programmatic support to implement high quality comprehensive HIV/AIDS programs (ART, PMTCT, TB/HIV, RH/HIV, and HTS) and other services including direct service provision support for community level services based on the ongoing HIV and Tb surge in Akwa Thom state.

Minimum Recruitment Standards

  • MBBS with a minimum of 1 year post national youth service experience in clinical care OR Registered Nurse / Midwife / BSc Nursing with a minimum of 3 years post qualification experience.
  • A sound understanding of HIV / AIDS,TB and TB/HlV technical areas.

 

Technical Officer – M & E Research & Learning: Akwa-Ibom

Description

  • Technical Officer – M & E Research & Learning is responsible for supporting the design and implementation of monitoring and evaluation for the state office.
  • S/he will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and projects M&E needs, providing support to the sites in the state, including interacting with site Program Managers,
  • Implementing Agencies and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and AHNI partners understand and can support these requirements.

Minimum Requirement Standards

  • MB.BS / MD / PHD or similar degree with 2 to 3 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Or MPH or MS / MA in relevant degree with 3 to 5 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Or BS / BA in Statistics, Pharmacy, Microbiology, Monitoring and Evaluation or in relevant degree with 3 to 5 years relevant experience in project-level or state / national-level monitoring and evaluation system implementation for Global Health Initiatives.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

Description

  • Assistant Technical Officer – M & E Research & Learning under the supervision of the Senior Technical Officer (M&E) and State Director, and with technical oversight from the Director of Monitoring and Evaluation, is responsible for the implementation of monitoring and evaluation activities for the state office,
  • Will work with others in the state office and local implementing partners to ensure that state monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

Minimum Recruitment Standards

  • MB.BS / MD / PHD or similar degree with 1 to 3 years relevant experience in monitoring and evaluation with a sound understanding of HIV / AIDS with provision of PMTCT and anti – retroviral therapy (ART) in resource constrained settings.

Senior Technical Officer – Clinical Care (ART / PMTCT): Akwa-Ibom

Responsibilities

  • Candidates will provide technical support to implement high quality care, treatment and support activities with primary focus on clinical management of HIV / AIDS including provision of Anti-retroviral therapy (ART), will equally provide technical leadership and support to the implementing agencies in prevention and mitigation at the state level. It includes supporting the implementation of prevention activities (sexual and biomedical) and strategic behavior change interventions, testing and counseling, home based care, orphans and vulnerable children and other community mobilization activities

Minimum Recruitment Standards

  • MB.BS / MD / PHD or similar degree with 3 to 5 years of progressive relevant experience in clinical care with a sound understanding of HIV / AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings.
  • Possession of an MPH or post graduate degree in a related field is required.
  • Experience in project development with proven experience in the planning and facilitation of training is required.
  • Experience in large and complex SBC / BCC mobilization activities in a donor funded national health focused project is an added advantage.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

 

Technical Officer – Laboratory Services – 2 positions: Abuja

Description

  • Technical Officer – Laboratory Services provides technical expertise and assistance in implementing high quality laboratory services within the care and treatment project in Nigeria, including laboratory capacity development at project health facility sites.,
  • Will equally provide support to selected laboratories in preparation for SLMTA National Audit and WHO AFRO recognition with measurable improvement in Quality Systems management, provides oversight function and technical support on the implementation of HIV Rapid testing quality improvement initiative (HIV RTQII) project in the priority LGAs.

Minimum Requirement Standards

  • BSc in Laboratory Sciences or related field with 3-5 years post national youth service experience in the provision of laboratory support for HIV/AIDS.
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development area preferred.
  • Certification of license to practice as a medical laboratory scientist is an added advantage.
  • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

 

Quality Improvement / Assurance Advisor (QA / QI): Akwa-Ibom

Job Responsibilities

  • Candidates will support the design, development and coordination of Quality Improvement Initiatives in response to the statewide ongoing comprehensive HIV treatment / TB-HIV integrated surge efforts in Akwa Ibom state.
  • The QA / QI advisor will work with various multidisciplinary teams along the HIV continuum of care in facility and community settings, using QI methodology, tools and techniques to ensure continuous improvement in the Quality of care (QoC) provided to accessing comprehensive HIV prevention, care and treatment / integrated TB-HIV services on the SIDHAS project in Akwa thorn state.

Minimum Recruitment Standards

  • MB.BS / MD / Ph.D or similar degree with 3 to 5 years of progressive relevant experience in Clinical care with a sound understand of HIV / AIDS with provision of PMTCT and anti-retroviral therapy (ART) in resource constrained settings

  • Candidate will provide technical support at state level to implement high quality care, treatment and support activities with primary focus on technical areas of comprehensive TB and HIV / AIDS programs including laboratory, pharmacy, logistics, prevention, care, treatment, TB, RMNCH, mitigation, monitoring and evaluation

Minimum Recruitment Standards

  • MB.BS / MD / Ph.D or similar degree with 1 to 3 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
  • Or MPH or MS / MA in relevant degree with 3 to 5 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
  • Or BS / BA in Pharmacy, Microbiology, Health Sciences, Monitoring and Evaluation, Public Health or in relevant degree with 5 to 7 years of progressive relevant experience in managing comprehensive TB and HIV programs in resource constrained settings.
  • For each band above, possession of an additional post graduate degree in a related field is an advantage.

Senior Technical Officer – Documentation: Abuja

Job Responsibilities

  • Candidate is require to lead knowledge management for improvement of quality TB-HIV, mitigation, care and treatment activities on the SIDHAS project including PMTC-IMNCH, RH-HIV and TB-HIV integration, contribute to development of lessons learned from programs and projects related to SIDHAS work and apply these lessons to modify existing program and improve the design of new programs.

Minimum Requirement Standards

  • MB.BS / MD / PHD or similar degree with a minimum of 3 to 5 years progressive experience in IMNCH, PMTCT, RH / HIV and TB / HIV in resource constrained settings.
  • Experience with ART / TB / RH programs is required.
  • Possession of an MPH, MSc Epidemiology or post graduate degree in a related field is required.
  • Experience in project development and in academic settings wIth proven experience in the planning and facilitation of training is desirable.
  • Having peer-reviewed publications in reputable journals is an added advantage

 

Finance & Admin Assistant – 3 positions: Akwa-Ibom

Description

  • Finance & Admin Assistant under the direction of the Accountant, the Finance & Administrative Assist will be responsible for the provision of administrative and logistical services to the Finance directorate.

Minimum Requirement Standards

  • BS / BA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 1 – 2 years relevant experience.
  • Minimum of 2 years supervisory experience in office management and administration.
  • CPA, ACA, ICAN, or any other relevant professional qualification is required.
  • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is an advantage.

 

Laboratory Specialist: Akwa-Ibom

Description

  • Laboratory Specialist Provide technical expertise and assistance in implementing high quality laboratory services within the care and treatment project at the state level, including laboratory capacity development at project health facility sites,
  • Will also provide technical support on policies, quality tools and SOPs related to the implementation, monitoring and quality assurance of laboratory services for HIV/AIDS, opportunistic (OI) and malaria care and treatment in collaboration with technical staff within AHNi and at national, state and local agencies in Nigeria.

Minimum Requirement Standards

  • BSc in Laboratory Sciences or related field with 3-5 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HIV/AIDS.
  • Or Master degree in Laboratory Sciences or related field with 1 – 3 years post national youth service experience and a minimum of 5 years’ experience in provision of laboratory support for HIV/AIDS.
  • Experience in the management of laboratory services, particularly health facility-based services, including quality assurance systems, laboratory analysis, and interpretation and reporting techniques based on best practices, quality management practices and safe work practices.
  • Knowledge of advanced laboratory procedures, diagnosis and management related to HIV/AIDS care and treatment is required with some experience in an international development organization preferred.
  • Certification of license to practice as a medical laboratory scientist is required.
  • Expertise in haematology, TB and blood safety issues will be an added advantage.

 

Associate Director – RMCH: Abuja

Job Responsibilities

  • Candidate will be responsible for the design, implementation and technical quality of all reproductive, maternal, newborn and child health activities of AHNi Projects and lead the design and implementation of RMNCH project activities, based on a strong understanding of the country context, ongoing constraints on youth access to RH / FP, ongoing efforts to improve access and how to address barriers w/SBCC

Minimum Requirement Standards

  • MB.BS / MD / PHD or similar degree with 5 to 7 years relevant experience with at least 5 years progressive experience in RMNCH
  • Possession of an MPH or post graduate degree in a related field is required.
  • Proven skills in the implementation of RMNCH in Nigeria.
  • Considerable knowledge of health and development programs in developing countries in general and Nigeria.
  • Working knowledge of scientific literature related to reproductive, maternal, newborn and child health.
  • Sensitivity to context and environment surrounding RMNCH programs and research.
  • Ability to work collaboratively and diplomatically as part of a team or independently to advance the interest of research and public health in Nigeria.
  • Ability to represent AHNi to donors, government officials and the NGO community.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • High degree of proficiency in written and spoken English communication, including presentation and training skills.

Accountant: Akwa-Ibom

Description

  • Accountant under the direction of the Senior Accountant, the Accountant shall assume responsibility for accounting and ensure compliance with the contractual financial requirements of the organization.

Minimum Requirement Standards

  • BS / BA degree in Accounting, Finance and Business Administration Or its recognized equivalent with 3 – 5 years relevant experience. Or MS / MA degree in Accounting, Finance and Business Administration or its recognized equivalent, and 1 – 3 years relevant experience
  • Minimum of 1-3 years’ experience in accounting related to international development programs
  • Familiarity with donor-funded programs and non-governmental organizations in Nigeria is an advantage. CPA,ACA, ICAN or recognized equivalent is an advantage.
  • Demonstrated success in multicultural environments is an advantage.

Associate Director – Monitoring & Evaluation: Abuja

Project: SIDHAS

Job Responsibilities

  • Candidate will provides leadership support to the Director M&E in all monitoring and evaluation (M&E) activities for FHI 360 Nigeria.
  • S/he supports the Director M&E in overall management and provision of technical inputs to improve and facilitate the delivery of sound technical assistance in M&E, including to the Government of Nigeria (GON) and United States Government (USG) upon request.
  • S/he collaborates closely with other major stakeholders in the implementation and improvement of the national M&E effort in Nigeria.

Minimum Requirement Standards

  • MB.BS / MD / PHD or similar degree with 5 to 7 years relevant experience with at least 5 years progressive experience working in Monitoring and Evaluation in large HIV / AIDS programs at national or international level.
  • MS / MA in Demography, Economics and an MPH or similar degree with 7 to 9 years relevant experience in project-level or state / national-level Monitoring and Evaluation in large HIV / AIDS programs at national or international level.

Description

  • Project Driver under the direction of the Senior Administrative Officer, the driver shall provide a variety of transportation support to the project,
  • Will ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc

Minimum Requirement Standards

  • Secondary School Leaving Certificates, apprentice certificate or any other equivalent certificates with a minimum of 1 year experience.
  • Must have a trade test certificate and a valid driving license.
  • Must have expert knowledge of driving rules and regulations.

Senior Technical Officer – Prevention & Mitigation: Abuja

Job Responsibilities

  • Candidates will support in the implementation and coordination of prevention and mitigation activities in Akwa lbom state under the SIDHAS project and in line with the ongoing HIV surge activities currently ongoing in the state. This includes supporting the implementation of prevention activities (sexual and biomedical) and strategic behavior change interventions, testing and counseling, home based care along with other community mobilization activities and ensuring effective collaboration with other IPs supported for OVC programming tp achieve maximum efficiency.

Minimum Requirement Standards

  • MB.BS / MD / PHD or similar degree with 1 to 3 years public health experience at the state or community level or in the private health sector.
  • Or MPH or MS / MA in relevant degree with 3 to 5 years public health experience at the state or community level or in the private health sector.

Senior Technical Advisor – Logistics: Abuja

Description

  • Senior Technical Advisor – Logistics will assist in the development of AHNi in-house capacity among the various departments, implementing agencies (lAs) and all tiers of government in all aspects of distribution and warehousing of health commodities.
  • S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the supply chain process of health commodities, using the LMIS supply chain management information system, to reduce stock-outs, lower costs and eliminate wastage, will also provide technical assistance to management, lAs and government on most efficient and cost effective distribution channels to improve the LMIS and supply chain systems of health commodities (i.e., medicines, laboratory reagents, rapid test kits and other medical supplies and consumables) procurement and distribution and ensure accountability of processes.

Description

  • Senior Technical Officer – PCT will facilitate the planning, implementation, monitoring and evaluation of high quality KP and PrEP program in 10 Global Fund supported States,
  • Provide technical leadership in developing strategies and interventions to improve the quality and responsiveness of HIV prevention programming and service delivery for KP/PP,
  • Provision of technical assistance and mentor-ship to other project team members and facilitate technical capacity assessments in efficacious, evidence-based HIV prevention for key populations.

Minimum Requirement Standards

  • MBBS or Community Health or MPH with 5-7 years of relevant experience
  • Or Degree in Social Sciences / Public Health from a recognized University with 7-9 years’ experience in providing technical leadership in HIV Prevention at national or regional level.
